Mr. Couhig, a native New Orleanian, graduated with a Bachelor of Science in International Economic Affairs from the School of Foreign Service at Georgetown University in 1971. He received his Juris Doctorate from Tulane University in 1975.

He began his legal career with Adams and Reese in 1975. In addition to growing his own law practice, Mr. Couhig served as the firm's first Marketing Partner, as a section leader, and on the firm's management committee.  In September 2003, he left the firm and founded Couhig Partners with one other lawyer.

Mr. Couhig's primary trial experience is in the areas of commercial, insurance, casualty, business, and product liability litigation. He is a member of the Louisiana, Texas, Colorado and District of Columbia Bars; and he has also been admitted to Federal Courts to handle matters in Tennessee, Alabama, Mississippi, Pennsylvania and California. Mr. Couhig has extensive appellate law experience, having handled cases before each of Louisiana's five Courts of Appeals, the Louisiana Supreme Court, and the United States Third, Fifth, Sixth and Eleventh Circuit Courts of Appeals, and before the United States Supreme Court.

As a businessman, Mr. Couhig was responsible for moving baseball's Triple A Zephyrs to New Orleans in 1993. In 1995, he led a group of local investors in the acquisition of the team from its Denver-based owner and created the public-private partnership that built the new baseball park. He has successfully invested in the production of local theater including "Earl Long in Purgatory", "All My Sons", and a reading of "Confederacy of Dunces". He was also the owner of City Art, a privately financed art studio housing nearly 20 commercially viable artists between 2003 and 2005.  Currently, he serves as the manager or the lead investor of several companies in addition to Couhig Partners. They include a 26 court tennis facility, a RV park and marina, and an oil and gas production company.

A self-described lifelong fiscal conservative, Mr. Couhig has been active politically. He has served as a campaign manager for former State Representatives Garey Forster and Sam LeBlanc and served as a campaign coordinator for U.S. Representative Bob Livingston in his initial successful campaign.  Rob Couhig first ran for Mayor in 2006, finishing 4th in a field of 23 candidates.

Access to non-English Speakers & to Public Records/Transparency
1. What specific steps will you take to ease citizens’ ability to work with city government and to access public records, information, and services? Also, how will you make city government more accessible and responsive to non-English speakers?

Mayor-Council Relations
2. Our city has suffered in recent years because of ongoing quarrels and distrust between the Mayor’s office and the City Council. What immediate steps will you take to work with the City Council on critical issues facing our city? Please be specific.

Office of the Inspector General (OIG)
3. Citizens and organizations such as the NAACP and the Louisiana Justice Institute have voiced concerns about a number of issues involving the Office of the Inspector General, including: Inspector General turnover; OIG office and Ethics Review Board misconduct in spending, hiring, and firing; allegations of racism and sexism in the office; and the lack of a policy and procedures manual. How will you address these concerns working in coordination with the new advisory committee, and make changes that are both needed and acceptable to concerned citizens?
 
Budgeting

Some say the budget approval process does not provide enough time for thorough review, does not allow for community participation, is not readily available for public scrutiny, and lacks full disclosure of each agency’s budget. Budgeting
“We operate on a city budget that was inefficient at a population of 420,000 people and is too expensive for a population of 300,000. There must be a redo of the budget to one compatible to the reality of the population and economy. Additional taxes, as reflected in the additional milages, will continue to force people out of New Orleans.
